Before you start applying

You Cannot Arrive First. That Is the Whole Rule.

For salaried work of more than three months, the authorisation to stay must be submitted and approved before you enter Luxembourg. The official wording is that an application made from inside the country is declared inadmissible. Not slower, not harder: inadmissible. Everything else on this page is downstream of getting that order right.

Your employer has work to do too. The vacancy has to be declared to ADEM before it is advertised anywhere, and they need a certificate from ADEM before hiring a third-country national. Where the job is on the national shortage list that certificate comes within five working days; otherwise ADEM first looks for registered jobseekers, which adds weeks. It is worth asking a prospective employer whether they have done this before, because the ones that have will move much faster.

And do the sums on where you would live. A very large share of the country’s workforce commutes in daily from France, Belgium and Germany, which keeps rents inside Luxembourg high and makes the border towns the realistic option for many salaries. That is a cross-border life, with the tax and admin that come with it, not a detail to work out after you accept.

Questions People Actually Ask

Can I go to Luxembourg and apply for a permit once I am there?

No, and this is the mistake that ends the plan. For a stay of more than three months as a salaried worker, the authorisation to stay has to be submitted AND approved before you enter the country. The official wording is blunt: applications submitted from Luxembourg are declared inadmissible. So the sequence is offer, then authorisation, then a type D visa if you need one, then arrival, then a declaration to your commune within three days and a residence permit application within three months. Arriving as a tourist to job hunt and convert on the spot is not a route.

What does the EU Blue Card pay in Luxembourg?

The threshold is a gross annual salary of EUR 65,652, and it is one figure for every sector since the 2024 reform replaced the old 1.2 and 1.5 multiples of the average wage. The contract has to run at least six months, and the first card is valid for four years. Be careful with what you read elsewhere: the European Commission page for Luxembourg was still showing EUR 58,968 when we checked, and law-firm alerts quote an intermediate figure. The number is set by regulation and moves, so check the guichet page rather than any blog, this one included.

Do the EU institutions here hire non-EU citizens?

Very rarely, and it is worth being blunt because they are among the largest employers in the country. The Court of Justice, the Court of Auditors, the EIB, Eurostat and the Publications Office recruit permanent staff through EPSO competitions that generally require citizenship of a member state. Contract-agent and trainee routes are somewhat wider but still overwhelmingly go to EU nationals. They are on this sheet because leaving them off would misrepresent the labour market, not because they are a realistic target for most people reading it.

Which language do I actually need?

Depends entirely on the sector, and Luxembourg is genuinely trilingual before you add English. Finance, the funds industry and the Big Four run in English, which is why 52 of the 131 employers here are marked as English-speaking at work. Outside that, French is the working language of most client-facing and administrative jobs, German appears in media and some retail, and Luxembourgish matters for public sector roles and for daily life. Nineteen rows here say Rarely, meaning English alone will not get you in.
